The RICADV and our member agencies remain determined to support victims and survivors as our community emerges from the COVID-19 pandemic. We have gathered updates from each of our member agencies to inform you about services available throughout the state. These statuses are being updated regularly, and we encourage you to check social media and member agencies' websites for any changes. As always, the confidential Rhode Island Victims of Crime Helpline (1-800-494-8100) is available 24/7. A 24-hour chat line is also available through the RICADV and Blackstone Valley Advocacy Center websites.To chat with an advocate, click the box that says "WE'RE HERE TO HELP" to the right of your screen.
Serving: Central Falls, Cumberland, Lincoln, Pawtucket, Providence, Woonsocket and the northern R.I. community.
- Our domestic violence survivor support groups are offered weekly to the community and are held in a confidential location. Both English and Spanish support groups are available, which are free and confidential. - Our community services are operating fully and in-person, following all COVID safety precaution recommendations.
- Our residential services are operating fully and following DOH-recommended COVID-19 safety practices.
- Our court advocacy program provides assistance to victims of domestic violence with district court cases and restraining orders. Our advocates are working in-person and are available at the Garrahy Judicial Complex to provide support and empower survivors of domestic violence. Dividers have been set up for the safety of survivors and staff.
- Helplines: The DVRCSC helpline is available Monday through Friday, 8:30 a.m. - 4 p.m. at 401-782-3990. The confidential 24/7 statewide Helpline is available by calling 1-800-494-8100.
- Staff members are available by email and phone.

- We are available at the courthouse for calls and appointments. DVRCSC court advocate staff members are available by appointment for restraining orders. Please call 401-782-3995 for an appointment.
- Licensed therapists provide individual therapy to individuals who have been victims of adult domestic violence and for children who have witnessed abuse. All insurances are accepted, and uninsured individuals are welcome. Call 401-782-3990 for more information.

- The Elizabeth Buffum Chace Center offers services such as safety planning, court advocacy, law enforcement advocacy, case management, counseling, support groups, and classes in financial literacy and case management.
- The Community Center is open, with COVID-19 precaution guidelines being strictly followed. Masks must be worn inside the building at all times.

- We now provide free clinical counseling for children who witness.
- Our court office is operating in Noel Judicial Complex (Kent County courthouse) for those who need help with emergency domestic matters, including filing for a temporary restraining order. We recommend calling beforehand to ensure you're going to the right location, as jurisdictions vary by city throughout the state. Please call our court office to speak to a court advocate Monday through Friday at 401-822-6680.
Our domestic violence and sexual assault counseling services may be scheduled in person at our center. We are also offering both domestic violence and sexual assault support groups via Zoom, as well as phone counseling sessions.

Women's Resource Center
Serving: Barrington, Bristol, East Providence, Jamestown, Little Compton, Middletown, Newport, Portsmouth, Tiverton and Warren
- Staff is communicating at this time via phone, text and video to continue to deliver core services and meet client needs.
- We are holding phone and video conference meetings with managers, caseworkers, support staff, team members and board members to keep the lines of communication open and manage our operations.
- Our website and social media platforms have the support and hotline phone numbers prominently displayed and communicated, and direct anyone in danger to call 911.
- We are working with law enforcement and social services in our area to ensure our referral phone numbers and other ways to contact our key staff members are known.
- We are monitoring the wellbeing of families living in our shelters to ensure their counseling and support needs are being met.
Our Newport office is conducting in-person services. Procedures are as follows:
- Advocates are available 10 a.m. - 2 p.m. Monday through Friday, except for holidays.
- We ask all drop-in and restraining order clients to call first to schedule an appointment so staff is able to conduct a health screening prior to entering the office. Same-day appointments are often available. All appointments will be 45 minutes long to allow time afterward to clean and disinfect areas.
- Our waiting areas are not open at this time. We require all visitors to wear face masks and utilize our hand sanitizer before entering the building. An advocate will direct you to our meeting room where there is a plexiglass shield for your safety.
- If you do not feel comfortable entering the office, we have advocates available for resources, support and safety planning over the phone. Additionally, our advocates can assist with filling out restraining order paperwork over the phone.

Center for Southeast Asians
Center for Southeast Asians (CSEA) is open to the community by appointment only. To schedule an appointment with our staff, please call 401-274-8811 and/or our 24-hour line at 401-871-5633.
To assist our community during the COVID-19 crisis, CSEA is offering an array of services. These include:
- Affordable Care Act: Assisting with the enrollment of family members and those with a change in income (loss of a job).
- International Language Bank: 24 hours a day / 7 days per week, fee for service interpretation (in person, over the phone, via Zoom, etc.) and document translation. Please call 401-871-5633.
- Paycheck Protection Program TA: In partnership with Rhode Island Commerce, CSEA provides technical assistance to small businesses throughout the state with eligibility and completing applications.
- Fresh Food Giveaway: In partnership with the Elisha Project, CSEA distributes boxes of food to the community on a weekly basis. Please contact our office for the next food distribution. No questions asked.
Due to the challenging circumstances facing our community, we cannot predict the timeline when we will fully operate. We will wait and monitor the decision from the Centers for Disease Control and Prevention (CDC), the governor's office and the R.I. Department of Health. Our community's health and wellbeing is our utmost priority.
All three of our offices at 134 Thurbers Avenue, 55 Hope Street and 9 Pleasant Street (Providence) remain open; our four 24/7 facilities for abused children remain open. Our AIDS Project Rhode Island program continues to provide services for clients living with HIV, including utilizing telehealth options; however, the R.I. Department of Health has asked us to suspend HIV/Hep C testing at this time.
Our AYUDAME/HELP ME Domestic Violence Program provides comprehensive, bilingual, bicultural and trauma-informed direct services and education to Latinx victims of domestic violence, particularly newly arrived immigrants with limited English proficiency.
